Applicant must have knowledge of the Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulations (DFAR), and Navy Supplements.  Following are examples of the types of support that may be required.  However, the primary role is to assist project officer’s with preparing procurement

packages for submittal to the Contracts office for action.  

• Acquisition planning in collaboration with program sponsors;
• Developing procurement documentation;
• Conducting market analysis and presenting findings / recommendations;
• Participating in business analysis (e.g., assessing sourcing strategies, assisting with cost/price analysis, supporting negotiations);
• Participating in developing work statements and product/commodity descriptions;
• Developing sole source, waiver, and Determination and Findings documentation;
• Supporting Simplified Acquisitions, Research and Development, and Commercial and Non-developmental procurements; and
• Preparing solicitations (RFP/RFQ) and accompanying documentation.

Specific tasks may include but are not limited to:

Acquisition Support

Assist project officer’s with the following types of support as needed:  preparation of PR Packages, acquisition planning, Statement of Work drafting, RFP/IFB preparation, establishing source selection factors, cost and price analysis, negotiation team support, evaluation of performance, and financial status monitoring and data tracking.  Assist in providing input and review to Budget Analysts, and creation of program status reports.  This person shall serve as the intermediary between the program office and the contracting office to ensure acquisitions are being properly planned and to assist with the coordination and drafting of program acquisition documents thereof.  Effort shall include assisting project officer’s to understand what is needed for creation of Procurement Request Packages and includes assisting with creation of funding requests and tracking funds status. 

Documentation Support  - The contractor shall assist with preparation of correspondence and drafting of contractual documents using MS Office tools (Word, Excel, PowerPoint).  This assistance may include tracking correspondence status, editing and document formatting. 

Market Research Support - Perform or evaluate market research and trend analysis, conditions and technological advances as they apply to the program.

Cost/Price Analysis

Assistance with development of budget planning and monitoring of contract expenditures.  Follows pricing management policy decisions and may assist with planning and managing concurrent projects and interfacing with operations and proposal teams for strategy and contracting issues.

Post-award - Assist the Government Contract Administrator on awarded contracts by aiding with post-award conferences, changes to contract conditions, resolution to problems of delivery, production, quality, differing site conditions, inspection, and other pertinent matters.  This assistance may include support with cost/price analysis and analyses of delivery requirements.

Contracts Closeout - Assist with various contract administration responsibilities to ensure contract completion and closeout.  Functions may include tracking receipt of final payment, Unliquidated Obligation disbursement, tracking receipt of final deliverables, and transfer or disposal coordination of Government Furnished Equipment/Material/Information
