NELO (Navy Engineering Logistics Office)

The Navy Engineering Logistics Office (NELO) is a federal government organization consisting of civilian employees within the Department of the Navy.  NELO is recruiting for positions to support multiple disciplines within the Department of Defense Acquisition Process.  All positions are Federal Government jobs and involve various aspects of business support for United States Navy programs. 

As a condition of employment, all candidates must be:  United States citizens; able to obtain a Top Secret security clearance; and pass a drug screening test. NELO provides training to all new employees, including formal classes toward applicable certifications and on-the-job training.  The following are duty summaries of the jobs we are recruiting for: Contract Specialist Contract Specialists are responsible for all aspects of the contracting process from initiation to award of complex, high-dollar, Navy contracts.  All procurements require a great deal of coordination, analysis and detailed negation to ensure they are timely, reasonable and cost effective.  Although Contract Specialists receive supervisory assistance on new and unusual assignment, they are expected to exercise sound judgment and initiative throughout the process.  There are extensive training programs as well as travel opportunities available.  Degree requirements – Business Admin or an undergrad degree is required with a minimum of 24 business credits. Budget Analyst Budget Analysts are concerned with the performance of functions such as the formulation of budget and cost estimates to support plans, programs and activities.  Budget Analysts handle the presentation and defense of budget estimates and review requests for apportionments and allotments.  They review, control and report obligations and expenditures and handle the development, determination and interpretation of budgetary policies and practices.  They also analyze and offer recommendations concerning the cost and benefits of alternative methods of financing agency programs and administrative operations.  Eventually, Analysts are responsible for all aspects of the budge process from initiation of a program to expenditure of funds.  There are extensive training programs as well as travel opportunities available.  Degree requirements – Business Admin, Finance, or Accounting Degree or an undergrad degree is required with a minimum of 24 business credits.

 

Security Specialist 

Security Specialists represent the Department of the Navy in the protection of vital national security information and provide policy and guidance to the military, government agencies and industrial contractors.  Security Specialists are responsible for the execution of all aspects of program security.  They emphasize a structured risk management approach to bring issues to final resolution.  Duties include:  determining classification management; oversight of facility security and information systems practices and procedures; and reviewing and conducting secuiy reviews in accordance with Department of Defense policies and procedures.  Security Specialists are knowledgeable of the mission and structure of Navy programs and how they relate to the Department of Defense mission.  There are extensive training programs as well as travel opportunities available.  Degree requirements -- Business Admin an undergrad degree is required with a minimum of 24 business credits, Computer Science/Information Systems with an emphasis on information assurance.  Logistics Specialist Logistics Specialists are responsible for all the logistical needs of program support.  Specialists are required to learn the program needs from a logistics perspective and advise the program office of all logistical requirements.  They interact with the military, government agencies and industrial contractors.  Logistics Specialists interpret and apply Department of Defense policies and procedures while ensuring critical schedules are met.  There are extensive training programs as well as travel opportunities available.  Degree/experience requirements – Electrical Engineering, Material Engineering, Mechanical Engineering, Program Management Degree.  Experience in lieu of degree – CDL driver’s license.

 

Cost Analyst 

Cost Analysts support the Navy’s high technology systems at several locations in:  the Washington, D.C. metropolitan area; Patuxent River, Maryland; and San Diego, California.  They work on interdisciplinary teams to develop and evaluate technical cost estimates throughout the Planning, Programming, Budgeting and Execution System as well as for major Department of Defense Program Reviews.  Cost Analysts also support the Acquisition Process in sole source proposal evaluations and competitive source selections.  NELO aids successful applicants in obtaining appropriate certification levels required within the Business, Cost Estimating and Financial Management (BCEFM) career fields to comply with the Defense Acquisition Workforce Improvement Act (DAWIA).  If you are currently DAWIA certified and/or a member of the Acquisition Professional Community (APC), please indicate the career field and level you currently possess.  A copy of your certificate(s) is required before an official offer will be made.  An undergrad engineering degree is required.  Degree requirements -- Business Admin, Economics, Mathematics, Physics, Statistics, Quantitative Business, Aerospace Engineering, Chemical Engineering, Electrical Engineering,  Industrial Engineering, Materials Science Engineering, Mechanical Engineering, Systems Engineering, other engineering degrees with a strong business background, Operational Research.


Information Technology Specialist 

Information Technology Specialists participate individually or as a member of a team(s) in developing technological solutions for the Command’s information technology needs.  The areas of expertise include: Policy, Capital Planning/Investment, Information Security, Application Software, Network Services, eGovernment / eBusiness, Strategic Planning, Enterprise Architecture, System Analysis, Operating Systems, Data Management, Internet, and Project Management

Experience with any of the following is beneficial:  Microsoft Windows and Microsoft Office products and tools, Cisco products and tools, Oracle, VMS and UNIX environments and project management as defined by the Project Management Institute.  Degree requirements -- a degree in Computer Science or Information Systems is recommended but is not required.
