FINANCIAL ANALYST / SENIOR FINANCIAL ANALYST (REQ 10 034)

RESPONSIBILITIES - Financial Analyst / Senior Financial Analyst support to the PMA213 Combat ID IPT Budget Analyst, supporting the creation of funding documents and PIDs, financial tasks, data calls, budget submissions, assisting with creation of and review of Spend Plans, WAAs, and financial documentation. Update ERP cost planning and create and maintain project and budget structure data in ERP. Track fund balances, create spreadsheets, assist with preparation for briefings and meetings, and promulgate information and other duties as assigned. Maintain financial spreadsheets and tracking logs, and assist in compiling financial data in response to requests for information and data calls. Reconcile all active fiscal year funds. Monitor obligation and expenditure status. Work with Comptroller and Field Activity Analysts to resolve problem postings, Unmatched Disbursements, and cost over-runs.

REQUIREMENTS - Associate's degree from an accredited college or university and a minimum of four (4) years experience demonstrated in DoD financial analysis, with two (2) of the four (4) years must include experience in accounting using DoN Automated accounting and budgeting systems. Demonstrated understanding of funding documents, obligation/expenditure phasing plans, and the DoD Planning, Programming, and Budget System process. Experience in Navy ERP is required. Prior training in acquisition and financial management is desired.

PROGRAM ANALYST/SENIOR PROGRAM ANALYST (REQ 10 033)

RESPONSIBILITIES - Provide direct MS Project Integrated Master Schedule (IMS) support to the Landing Systems IPT Shore/Land Based TACAN Level II. Maintain the IMS for all Shore/Land Based systems.

REQUIREMENTS - Education: Bachelor's Degree from an accredited college or university. Experience: A minimum of six (6) years of experience in program management, technical or business analysis disciplines required. Included in the six (6) years, there must be three (3) years professional experience in technical or analytical efforts supporting systems acquisition, development, or support management. Proficiency in MS Project, and PowerPoint/graphics (i.e. Adobe Illustrator & Photoshop) required. Experience in automated data analysis systems and information management systems desired. Demonstrated experience in program/projects integrated master plans, integrated master schedule, and schedule monitoring, and project status tracking necessary. Should be knowledgeable in SECNAV, OPNAV, and OSD policies and procedures related to the DoD Planning, Programming, Budgeting and Execution (PPBE) process. Demonstrated written and oral communication skills. Familiarity with air traffic control, military aviation, aviation communications and identification systems or airspace management systems and regulations desirable. Capabilities: Must be able to work with diverse groups including program management, engineering, financial and IT.

ADMINISTRATIVE ASSISTANT (Req 10 032)

RESPONSIBILITIES - Provide dedicated administrative support to the Detection and Surveillance Branch of the Identification Systems (IDS) Division. Tasking includes: Update & maintain Project documentation; Compile, develop, and maintain monthly quad charts; Disseminate requests for CDRL reviews, compile comments, and draft response memos; Manage, monitor, and maintain client schedule; Draft biweekly accomplishment reports; Provide meeting support to include, scheduling rooms, project slides, take minutes, submit minutes for review/approval and document/distribute minutes; Maintain historical documentation files and responsible for ensuring all data is posted in ProcessMax or SharePoint for reference; Draft, route, and document correspondence letters with enclosures; Review and monitor action items for completion.

REQUIREMENTS -  Education: Associates degree from an accredited college or university in a business, or management discipline preferred. Experience: A total of one year experience providing administrative support to the DoD. Capabilities: Proficiency in the MS Office Suite with strong spreadsheet development skills. Ability to type at least 40 words per minute.

PROGRAM ANALYST (REQ 10 030)

RESPONSIBILITIES - Apply knowledge of policy and regulations to develop draft planning and out-year projections, including applicable documentation. Duties include maintaining and tracking contracts including CDRLs, voucher reconciliation, ceiling/funding information, funding documents, and monthly invoices. Apply funding, de-obligate, and realign funding on contracts as needed for specific tasking. Update Contract Financial Detail spreadsheets. Attend meetings and record meeting minutes and action items.

REQUIREMENTS -

Associate's Degree in technical or business discipline from an accredited school. Four additional years of experience in analysis of Navy Fleet programs can be substituted for the degree. Two years of experience in analysis of project technical, resource allocation, scheduling, financial information and project management of Navy Fleet programs, including specialized experience in the management of systems and equipment. This position requires strong project management skills and applicants should be able to apply knowledge of policies and regulations including DoD, Navy, NAVAIR, SPAWAR, and NAWCAD that are applicable to engineering program management of ATC&LS electronic systems. Strong Microsoft Office skills including Word, Excel, and PowerPoint are required. Navy ERP experience is highly desired. Individual must be self motivated and able to work independently, but as a team member must have strong interpersonal skills.

PROGRAM ANALYST (REQ 10 028)

RESPONSIBILITIES - Provide SHIPMAIN /SCD Coordinator Program Analyst support for CID Shipboard Systems. Demonstrate "One Book" and NDE processes and policy. Initiate and monitor SCDs (concept thru fielding) using One Book policy. Track technology insertion and fielding of shipboard equipment onboard DDG, CG, LPD, LHD, LHA, LSD, and FFG class ships. Monitor development and changes to equipment fielding. Participate in integration, engineering, and risk mitigation meetings. Actively participant in PEO(SHIPS) CPG, WSWG, NMNC, AIE, and WSI2T events. Report status to IWS.

JUNIOR FINANCIAL ANALYST (REQ 10 017)

RESPONSIBILITIES - Provide financial support to NAWCAD 4.5.9 Identification Systems Division located at St. Inigoes, MD. Work within a team/interactive environment where specific duties include: Coordinate and communicate directly with the BFM and Comptroller; Develop Navy ERP Project Structures based on project requirements received from PM team; Accept incoming funding and coordinate with Branch Heard and BFM to complete the TAF; Prepare Outdocs based on requirements received from PM team; Develop and manage all data entered into Navy ERP and FACTS; Collect, manage, and monitor Division funding; Track overall Division financial health by collecting inputs from individual projects; Pursue corrective action for any financial discrepancies identified by PM team; Respond to any financial data calls; and Coordinate and develop mid year reports/reviews.

REQUIREMENTS -

Education: Associates Degree from an accredited college or university in a technical, business, or management discipline preferred. High school diploma or equivalent. Experience: A minimum of two years financial analysis experience. Navy ERP Training preferred. Proficiency in the MS Office Suite.

COST ANALYST (REQ 08 045)

RESPONSIBILITIES - Provide Cost Analyst support for NAVAIR Acquisition programs as assigned. As a member of the AIR 4.2 Support Staff, apply Cost estimation techniques for various Program Offices as assigned. Able to provide cost estimation services for RDT&E, APN, OPN, and O&MN funding types. Ability to provide support for programs and systems in acquisition phases including Technology Development (TD), System Development and Demonstration (SDD), Test and Evaluation (T&E), and Full-Scale Deployment. Capability to provide cost estimation for individual phases or for the full life-cycle for an assigned program. Systems supported could be either a specific platform or a system to be installed on multiple ship or air platforms. Cost estimation products will be used to develop future POM and budget estimates, plan for engineering changes, develop and verify production schedules, plan test events, and to operate and maintain the equipment during Fleet Operations and Support. While support will be integrated into Program Office operations, the incumbent will provide Independent Cost Supprt as a member of the AIR 4.2 Cost Estimation Team. *As an integrated member of the Program Office team, obtain raw cost data and apply to the NAVAIR cost model in order to develop required estimates. *Develop Excel spread sheets and graphic representations of cost status in accordance with NAVAIR policy and procedures *Provide briefings, routine reports, and analyses for Program Management leadership and detail areas of concern and recommended corrective actions *Participate in Program Reviews, and PEO level reviews as tasked *Maintain continuous liaison with AIR 4.2 staff in order to maintain awareness of AIR 4.2 Cost Estimation policies, procedures, and execution requirements

REQUIREMENTS - Bachelors Degree Required. A minimum of 8 years of experience in data collection, cost estimating/analysis, cost model creation/modification, documentation and result reporting. A minimum of 3 years providing cost-estimation support for NAVAIR Programs. Program Office experience with ACAT Level Programs preferred. MS Office products; NAVAIR endorsed Cost Training.

S/W DEVELOPMENT SPECIALIST (REQ 08 025)

RESPONSIBILITIES - Provide software development process expertise to the JPALS Software Integrated Product team. Monitor prime and sub-contractor software development efforts, provide insight to the government POC such as: early identification of areas needing attention, development of plans for corrective action, analysis of contractor software development processes and adherence to those processes, review and comment on software related contractor CDRLs.

REQUIREMENTS - Bachelors degree in Computer Science, Math, Engineering or another relevant technical discipline (or an equivalent combination of education and experience from which comparable knowledge and abilities can be acquired). The applicant must demonstrate the ability to work well in a team environment and must have demonstrated capability, under supervision, of designing, debugging and developing software components. Superior oral and written communications skills are essential. Capability Maturity Model Integration (CMMI), SEI, systems integration, s/w and systems development processes, Object oriented languages, embedded s/w, aircraft mission computer s/w or shipboard weapon system s/w, avionics systems, navigation systems, record of accomplishment in previous Software Engineering efforts, experience with interacting with various engineering disciplines and program managers in an IPT environment, familiarity with DoD and NAVAIR acquisition processes and Systems Engineering Technical Reviews.

TEST ENGINEER (REQ 08 006)

RESPONSIBILITIES - Provide Senior Level flight test support for AIR 5.1.2.2 Combat Identification Mode 5 Test and Evaluation Programs. Responsibilities include managing and coordinating all aspects of a flight test program for a given Combat Identification Mode 5 Test Platform. Also will coordinate test resources and schedules with other leads coordinating similar platform integration tests on other platforms. Support NAVAIR and NAWCAD program management, integration, T&E, and Fleet support for as tasked. Specific responsibilities include: Develop test plans, schedules, and associated documentation for an assigned platform; Coordinate requirements and test events with associated platforms; Maintain configuration control of test assets; Support Test Plan reviews, Test reviews, and develop Test reports.

REQUIREMENTS - Engineering degree required; Electrical Engineering degree preferred. Minimum of 5 years of flight test experience required. Ability to personally manage and coordinate all aspects of the Mode 5 Test Program applicable to a specific platform. Proficiency in MS Office products required.

RESPONSIBILITIES - Applies engineering expertise to assist Government engineers/program managers in the day-to-day and long term engineering investigation, planning, design, analysis, risk management, integration, test planning, test execution, and life cycle support of major weapon systems acquisitions. Assists the program manager, participates in system design reviews, identifies technical issues, provides engineering analysis and expertise to formulate work-arounds and risk mitigation plans for systems under development. Reviews and prepares engineering and technical analyses, reports, change proposals, and other technical documentation.

NELO (Navy Engineering Logistics Office)

NELO is a federal government organization consisting of civilian employees within the Department of the Navy.  NELO is recruiting for positions to support multiple disciplines within the Department of Defense Acquisition Process.  All positions are Federal Government jobs and involve various aspects of business support for United States Navy programs. 

As a condition of employment, all candidates must be:  United States citizens; able to obtain a Top Secret security clearance; and pass a drug screening test. NELO provides training to all new employees, including formal classes toward applicable certifications and on-the-job training.  The following are duty summaries of the jobs we are recruiting for:

BUDGET ANALYST - concerned with the performance of functions such as the formulation of budget and cost estimates to support plans, programs and activities.  Budget Analysts handle the presentation and defense of budget estimates and review requests for apportionments and allotments.  They review, control and report obligations and expenditures and handle the development, determination and interpretation of budgetary policies and practices.  They also analyze and offer recommendations concerning the cost and benefits of alternative methods of financing agency programs and administrative operations.  Eventually, Analysts are responsible for all aspects of the budge process from initiation of a program to expenditure of funds.  There are extensive training programs as well as travel opportunities available.  Degree requirements – Business Admin, Finance, or Accounting Degree or an undergrad degree is required with a minimum of 24 business credits. 

SECURITY SPECIALISTS represent the Department of the Navy in the protection of vital national security information and provide policy and guidance to the military, government agencies and industrial contractors.  Security Specialists are responsible for the execution of all aspects of program security.  They emphasize a structured risk management approach to bring issues to final resolution.  Duties include:  determining classification management; oversight of facility security and information systems practices and procedures; and reviewing and conducting secuiy reviews in accordance with Department of Defense policies and procedures.  Security Specialists are knowledgeable of the mission and structure of Navy programs and how they relate to the Department of Defense mission.  There are extensive training programs as well as travel opportunities available.  Degree requirements -- Business Admin an undergrad degree is required with a minimum of 24 business credits, Computer Science/Information Systems with an emphasis on information assurance.  

LOGISTICS SPECIALIST - are responsible for all the logistical needs of program support.  Specialists are required to learn the program needs from a logistics perspective and advise the program office of all logistical requirements.  They interact with the military, government agencies and industrial contractors.  Logistics Specialists interpret and apply Department of Defense policies and procedures while ensuring critical schedules are met.  There are extensive training programs as well as travel opportunities available.  Degree/experience requirements – Electrical Engineering, Material Engineering, Mechanical Engineering, Program Management Degree.  Experience in lieu of degree – CDL driver’s license.

Position Description

Responsible for maintaining the integrity and security of enterprise-wide cyber systems and networks. Supports cyber security initiatives through both predictive and reactive analysis, articulating emerging trends to leadership and staff. Coordinates resources during enterprise incident response efforts, driving incidents to timely and complete resolution. Employs advanced forensic tools and techniques for attack reconstruction, including dead system analysis and volatile data collection and analysis. Supports internal HR/Legal/Ethics investigations as forensic subject matter expert. Performs network traffic analysis utilizing raw packet data, net flow, IDS, and custom sensor output as it pertains to the cyber security of communications networks. Reviews threat data from various sources and develops custom signatures for Open Source IDS or other custom detection capabilities. Correlates actionable security events from various sources and develops unique correlation techniques. Utilizes understanding of attack signatures, tactics, techniques and procedures associated with advanced threats. Develops analytical products fusing enterprise and all-source intelligence. May conduct malware analysis of attacker tools providing indicators for enterprise defensive measures, and reverse engineer attacker encoding protocols. Interfaces with external entities including law enforcement organizations, intelligence community organizations and other government agencies such as the Department of Defense.

Required Skills

Expert level experience with Microsoft Windows operating system. Familiarity with reverse engineering and operating systems internals, especially security components and system mode debugging tools. General knowledge of information security, malware and software protection schemes. Experience in reading and interpreting government and industry regulations in the area of Cyber Security.
