NAVY ENGINEERING LOGISTICS OFFICE (NELO)

NELO is a federal government organization consisting of civilian employees within the Department of the Navy.  NELO is recruiting for business positions to support multiple disciplines within the acquisition process.

Positions within NELO are all Federal Government jobs and involve various aspects of business support for United States Navy programs.  NELO provides training to all new employees:  this includes formal classes for classifications and on-the-job-training.  The differences between the various jobs within NELO and best described in person during the interview; however, the following synopsis of how they relate to one another is as follows:


The Contract Specialist interacts with the contractors to negotiate and award the contracts, while the Budget Analyst is more involved with the budgeting for the specific program. The Cost Analyst develop and evaluate technical cost estimates throughout the Planning, Programming, Budgeting and Executiion System process as well as participate in major DoD Program Reviews. The Logistics Specialist is integrally involved in the logistics planning and execution for the programs, while the Security Specialist is involved in operational security. The Information Technology Specialist works various technological solutions throughout the process for the Command's information technology needs. These individuals work in partnership as a team to provide integrated support the Program Manager.

As a condition of employment, all candidates must pass a Drug Test and be able to obtain a Top Secret Clearance.

Job Descriptions

Contract Specialists are responsible for all aspects of the contracting process from initiation to award of complex, high dollar value Navy contracts.  All procurements require a great deal of coordination, analysis and detailed negotiation to ensure they are timely, reasonable and cost effective.  Although Contract Specialists receive supervisory assistance on new and unusual assignments, they are expected to exercise sound judgment and initiative throughout the process.  There is an extensive training program and travel opportunities available.

Budget Analysts are concerned with the performance of functions such as formulation of budget and cost estimates to support plans, programs and activities.  Budget Analysts handle presentation and defense of budget estimates: and review of requests for apportionments and allotments.  They review, control, and report obligations and expenditures and handle development, determination and interpretation of budgetary policies and practices.  Analysts also analyze and offer recommendations concerning the cost and benefits of alternative methods of financing agency programs and administrative operations.  Eventually Analysts are responsible for all aspects of the budget process from initiation of a program in the budget to expenditure of funds.  There is an extensive training program and travel opportunities available.

Security Specialists represent the Dept. of Navy in the protection of vital national security information and provide policy and guidance to the military, government agencies and industrial contractors.  Security Specialists are responsible for the execution of all aspects of program security.  They learn to emphasize a structured risk management approach to bring issues to final resolution.  Duties include determining classification management, oversight of facility security and information systems practices and procedures and reviewing and conducting security reviews in accordance with Dept. of Defense policies and procedures.  Security Specialists are knowledgeable of the mission and structure of Navy programs and how they relate to the Dept. of Defense mission.  There is an extensive training program and travel opportunities available.

Cost Analysts support the Navy's high technology systems at several locations in the Washington, D.C. metropolitan area, Patuxent River, Maryland, and San Diego, California.  They work on interdisciplinary teams to develop and evaluate technical cost estimates throughout the Planning, Programming, Budgeting and Execution System as well as for major DoD Program Reviews.  Analysts also support the DoD Acquisition Process in sole source proposal evaluations and competitive source selections.  The Navy will aid successful applicants in obtaining the appropriate certification level required within the Business, Cost Estimating and Financial Management (BCEFM) career field to comply with the Defense Acquisition Workforce Improvement Act (DAWIA).  If you are currently DAWIA certified and or a member of the Acquisition Professional Community (APC), please indicate the career field and level you currently possess.  (A copy of your certificate(s) will be required before an official offer will be made.)

Information Technology Specialists participate individually or as a member of a team(s) in developing technological solutions for the Command's information technology needs.  The areas of expertise include:  Policy, Capital Planning/Investment, Information Security, Application Software, Network Services, eGovernment/eBusiness, Project Management, Strategic Planning, Enterprise Architecture, System Analysis, Operating Systems, Data Management, Internet.

Experience with any of the following is beneficial:  Microsoft Windows and Office products and tools.  Cisco products and tools, Oracle, VMS and UNIX environments and project management as defined by the Project Management Institute.  A degree in Information Technology is recommended, but is not required.
